Boulder County commissioners split over changes to comprehensive plan

Boulder County commissioners kept a condition Tuesday seeking deletion of pages 14-17 from the Boulder Valley Comprehensive Plan while approving and rejecting other disputed language in the plan update.

The county’s votes were part of a second review, not final adoption. The county’s July 21 agenda packet says four reviewing bodies were reconciling changes, and staff told commissioners that conditions retained by the county board would return to the other bodies for reconsideration.

Key votes

The board rejected a motion to remove its earlier condition deleting “50 Years of Planning: Looking Back and Moving Forward,” the section on pages 14-17. The condition was adopted during the board’s June 25 review, but the city’s reviewing bodies had not accepted it. Because the motion failed, the county’s position remained in place; the July 21 record does not establish whether the section was ultimately deleted or replaced.

Commissioners also split 2-1 on Policy 82. Marta Loachamin and Claire Levy voted to remove only the words “and county” from a sentence supporting increased housing supply, more affordable housing types and price points, and middle housing. Ashley Stolzmann opposed. The board took no position on the other proposed edits, leaving the county out of that sentence’s stated support while other changes remained unresolved.

The board unanimously sent Policy 29 back to the other reviewing bodies with a condition on the municipal airport section. The condition retains language through the strikethrough phrase “Boulder community” and removes the remaining suggested edits, including language about city-county coordination. The packet says the disputed language could have created new county responsibilities for airport education, outreach or impact coordination.

Stolzmann and Levy, with Loachamin opposed, approved two other contested items. One keeps Area 2 Urban Edge Neighborhood 1 lands in the Rural Lands future land-use designation while allowing them to be annexed and receive a city designation if annexation occurs. The other approves page 36 “Future of Housing” edits adding context about where a multi-unit building may be appropriate, including near transit. The packet describes that edit as a recommendation that does not itself change a policy or land-use classification.

The board unanimously approved an edit to Policy 89 adding wildfire risk as a consideration for city decision-makers weighing residential density in wildfire zones. It also unanimously approved revised Rural Class language on page 116 supporting “economic livelihoods that are based on the land” consistent with responsible land stewardship and environmental sustainability.

Approved meeting minutes record the vote splits and the failed pages 14-17 motion. The meeting recording shows commissioners questioning whether the plan-history section made unsupported claims about housing costs, growth limits and community character, while distinguishing nonbinding housing guidance from changes to land-use designations.

What happens next

The county’s action did not complete the broader plan update. Staff said retained conditions would return to the other reviewing bodies; the Planning Board was scheduled to meet later Tuesday, and Boulder City Council was scheduled to consider the matter Thursday. As of July 23, county records do not identify a final adoption or reconciliation date or show the final disposition of pages 14-17.

Tuesday’s meeting followed the county’s June 25 action establishing the deletion condition. The four-body process still had to reconcile its differences before the plan could be finally adopted.
