Superior adopts plan to convert 83 acres of turf

Superior Town Council adopted a roadmap to guide future conversion of water-intensive landscaping on town-owned land. The plan identifies 83.1 acres of irrigated turf as clearly nonfunctional and ranks a Rock Creek median project first. The adoption sets a planning framework, not approval or funding for construction, the resolution says.

The roadmap maps about 158.8 acres of irrigated turf on town-maintained property. It generally classifies areas as nonfunctional if they are not regularly used for civic, community or recreation purposes; other park turf may need case-by-case review.

The prioritization tool ranks the Rock Creek Median at the top of the hill first among 10 candidates, with a score of 81.11 out of 100 and an estimated 2026 cost of $250,000. The roadmap lists applications for two grants as pending and recommends moving ahead if funding is awarded. The estimate is for planning; the project scope and cost need refinement.

The roadmap recommends $250,000 to $500,000 in annual capital investment to support one or two projects and proposes a 10-project portfolio over about five years. Those are planning recommendations, with timing dependent on funding, staffing capacity, project readiness and town priorities—not an approved budget or construction schedule.

As a general planning benchmark, the roadmap estimates that replacing 10,000 square feet of high-water-use turf could save 40,000 to 85,000 gallons of water a year. That is not a measured result or an estimate specific to the Rock Creek project.
