Stephen J. Tzap has filed a preapplication to annex and rezone the 34-acre 8600 Baseline horse property for housing, a Louisville Open Space Advisory Board memo says. The proposal would bring the unincorporated property into Lafayette and change its zoning to allow housing and city services. The memo identifies the filing as a preapplication, not an approval.
The memo describes a proposed 185-home development, but also lists 74 townhomes and 146 detached homes, which total 220. It does not reconcile the figures. The property includes a barn and farmhouse, the memo says.
At its Oct. 22 meeting, the Boulder County Parks and Open Space Advisory Committee took no action on public commenters’ requests for the county and nearby cities to protect the property through a purchase or conservation easement.
Separately, Louisville’s Open Space Advisory Board recommended that Louisville work with Lafayette and Boulder County on a possible purchase or easement. Louisville’s Oct. 13 City Council agenda listed a joint discussion with the advisory board and said no final decisions would be made. The records reviewed do not establish a completed purchase or easement.
