Boulder County backs $956,189 HUD housing renewal tied to program shift

The county authorized an application to renew a federal homelessness grant by converting a rapid rehousing program to transitional housing, a change staff said aligns with HUD priorities.

Boulder County commissioners approved a federal housing grant renewal application Tuesday that would convert an existing rapid rehousing program into transitional housing.

The June 30 consent agenda included a request to apply for the $956,189 FY2026 Continuum of Care renewal. Meeting minutes show commissioners unanimously approved the consent agenda, authorizing the application. The record does not show a final HUD award.

According to the agenda packet, staff said HUD's FY2026 priorities have shifted away from rapid rehousing and toward transitional housing, and the change is intended to preserve the grant locally.

The program would be operated by the Boulder County Housing Authority in partnership with the county housing department and serve about 32 households a year, including families and transition-aged youth experiencing homelessness. Services would include case management, workforce development, financial planning, behavioral health support and parenting resources.

The county said the required 25% match would come from Affordable and Attainable Housing Tax funds and in-kind contributions from domestic violence partners.
