Boulder County planners to consider disputed changes to 10-year plan

The Boulder County Planning Commission is scheduled to consider disputed revisions to the recommended 10-year Boulder Valley Comprehensive Plan update on Aug. 19. County commissioners are scheduled to consider the latest revisions Aug. 13, but the supplied record does not include the outcome of that meeting.
The Aug. 13 Board of County Commissioners agenda lists docket BVCP-25-0001 as a decision item. The accompanying BOCC packet says the meeting is intended to reconcile changes among the four bodies involved in adopting the plan: the BOCC, Boulder County Planning Commission, City of Boulder Planning Board and Boulder City Council.
One unresolved issue involves Rural Lands language on page 118 of the plan. The designation applies to Area 2, an urban-edge area where annexation may be considered. County staff proposed clarifying that the designation applies to unincorporated areas under county jurisdiction. If a property is annexed, the proposed language says it is expected to receive a non-rural city land-use designation and become subject to city processes, zoning and policies. Properties that remain unincorporated would continue under county planning and zoning rules, the staff materials say.
The BOCC approved an earlier version of the language July 21. The City of Boulder Planning Board later amended it, and the City Council approved the revised text Aug. 6. County staff recommended that the BOCC approve the amendment. If it does, the packet says the Planning Commission would be the only remaining body expected to reconsider portions of its approval that differ from the other three bodies, including the Rural Lands language and the plan’s historical section.
The commission’s Aug. 19 agenda lists the plan as a public hearing and decision item. The staff packet recommends deleting pages 14-17, a historical section titled “50 Years of Planning: Looking Back and Moving Forward.” Staff said the section provides context but is not essential to implementation and that keeping it could delay adoption while the four bodies reconcile disagreements. The BOCC and Planning Board accepted deletion; the City Council did not.
The commission would not decide Area 2 map designations, according to the July staff packet, but it would consider related definitions for Rural Class and Rural Lands. Those definitions also apply to Area 3, the rural-preservation area. The City Council did not accept the BOCC’s proposed Area 2 map change, although the packet noted support for the change in Gunbarrel.
Other proposed revisions address consultation with federally recognized American Indian tribal nations and local Indigenous peoples; housing supply, affordability and middle housing; context-specific infill; fire-adapted communities and wildfire risk; and municipal airport operations and impacts.
The Boulder Valley plan covers the City of Boulder and portions of unincorporated Boulder County, including Gunbarrel. It does not cover Niwot, Louisville or Lafayette, according to the county’s project page. The plan guides long-term decisions on land use, development, housing, transportation, open space, water and climate resilience.
