Superior to consider tax and fee rebates for nine Sagamore homes

Superior Town Council is scheduled to consider a rebate agreement Sept. 28 for nine homes planned in the Sagamore neighborhood. The meeting agenda lists the agreement for consideration.
The proposed agreement would rebate 100% of construction use taxes paid to the town and 47% of building-permit and plan-review fees. A staff memo estimates the rebates would total about $77,000, based on an assumed permit valuation of $400,000 per home.
Impact Development Fund plans to build the homes on vacant lots acquired from Marshall Fire-impacted families. The organization says the homes are intended for owner-occupants earning about 100% to 120% of area median income, with outreach prioritizing fire survivors, in a request to the town.
The draft agreement would require building permits for all nine homes by Dec. 31, 2026, but sets no deadline for occupancy. If its requirements are met and funds are appropriated, the town would pay rebates within 60 days after the final certificate of occupancy. A draft resolution would make approval subject to final town attorney approval before the mayor could sign the agreement. The staff memo describes affordability lasting 30 years or through two consecutive families, but the draft agreement itself includes no affordability covenant or buyer-eligibility rules.
