Erie approves preliminary plans for 50 Vista Reserve homes

Erie Town Council approved the Vista Reserve preliminary plat and a related Vista Ridge planned-development amendment on Sept. 8, subject to technical corrections required by town staff. The adopted amendment and preliminary-plat resolution set those conditions.

The 19.05-acre plat lays out 50 detached-home lots and four supporting tracts, at a proposed density of 2.62 homes per acre. The amendment brings about 2.6 acres formerly designated for golf-course maintenance into a residential planning area, without increasing the existing limit of 50 homes, town staff reported.

At the hearing, nearby residents raised concerns about runoff, construction traffic, road and pedestrian safety, and detention ponds. The applicant described drainage features it said had been added or revised in response to neighborhood feedback, according to the hearing recording.

Some engineering work remains. Town review comments say Detention Pond C was moved outside the 100-by-50-foot setback for a plugged-and-abandoned oil-and-gas well after environmental reviewers requested the change. Engineering comments were addressed for the hearing, but reviewers anticipated additional comments at final plat, when staff said final drainage plans would also be reviewed. The development-review comments describe a revised preliminary plan, not final drainage approval.

The approvals are not final plat or construction approval. Development agreements, a final plat, easements and final drainage plans remain for later review, and Town Council must still accept the final plat. Staff said construction controls would be handled through the later public-improvement-permit process. The town and applicant also had not settled who would maintain the drainage features; staff said that arrangement needed clarification at final plat.
