Superior to consider new pump-cost sharing for water project
The proposal would have all additional-capacity allottees share costs for both Southern Water Supply Project pump plants, whether or not they use each plant.

Superior’s Town Council is scheduled to consider an amendment Oct. 12 that would change how participants share costs for the Southern Water Supply Project’s pump plants. The proposal would have all additional-capacity allottees pay a proportional share of costs for both plants, regardless of which plant they use.
The Town meeting report says the Eastern and West Longmont pump plants are hydraulically connected and operate jointly. Under the current contract, participants pay a plant’s administrative, operating, maintenance and repair costs when they use capacity there. The report recommends approval of the proposed change.
The report projects Superior’s share of Eastern Pump Plant costs would fall from 4.3% to 0.56%, and its share of West Longmont costs from 5.72% to 4.7%. Those are projected allocation percentages, not realized savings; the report does not estimate the dollar effect for Superior or other participants.
The proposed district resolution would approve the amendment in substantially its attached form, subject to general counsel approval. The proposed amendment provides for revised billing beginning with fiscal year 2027 statements.
