Louisville capital report lists delays for tennis, traffic-calming and technology projects

Louisville’s midyear capital report lists several 2026 projects as delayed, canceled or likely to carry into 2027, including tennis-court renovations, landscape work, traffic-calming, accessibility and technology projects.
The midyear Capital Improvements Program update shows $80.17 million in capital budgets across city funds, with $4.91 million spent through July 21. The report lists $75.26 million as remaining.
The report lists Open Space Planning Documents, with a $150,000 budget, as delayed to 2027 while staff await approval of the PROST Long Range Guidebook. Three tennis-related projects — Tennis Court Renovation, Rebuild Tennis Court and Centennial Tennis Court Project — have a combined $497,400 remaining and are delayed because of programming needs. The latter two are expected to carry forward for Centennial work in 2027.
Median Landscape Reno, with $700,000 remaining, is delayed because of staff capacity and water restrictions. Miners Fence Backstop Extension, with $150,000 remaining, is delayed because of potential effects from the South Street underpass and Highway 42 expansion.
The report marks City Services Office Workstations, with $35,000 remaining, as canceled. The Annual Traffic Calming Program, with $50,000 remaining, and the ADA Transition Plan, with $240,000 remaining, had not started and were expected to be removed from the current-year list. Sewer Pipeline Rehab/Replace, with $97,000 remaining, is also marked canceled, while Clubhouse Extension - Deck & Pergola, with $29,000 remaining, is described as unlikely to move forward.
Technology Improvements, with $42,000 remaining, is delayed to 2027 while the city’s information-technology staff coordinate the work. Three Utility Billing Software entries totaling $425,000 are marked delayed and budgeted in 2027. The report does not identify a service disruption tied to those delays.
Some work remains scheduled for later this year or early 2027. The city was preparing bidding and scope documents for resurfacing the Hecla Open Space trail, with construction anticipated in the fourth quarter of 2026 or the first quarter of 2027.
The SH42 & SH Intersection Construction project has a $5.55 million budget and $5.28 million remaining. The report describes utility undergrounding and coordination with Wells Fargo and Burlington, and anticipates 20% to 30% completion by the end of 2026. The South Boulder Road Underpass project has a $10.21 million budget, $152,476 spent and $10.06 million remaining; the report lists it as in design.
