Louisville council to consider rules for public memorials Nov. 2
The proposed policy would set annual lists of available sites, donor costs and a priority process for people already waiting.

Louisville City Council is scheduled to consider a policy for memorials and dedication donations on city parks, open space, trails and Coal Creek Golf Course property on Nov. 2. If approved, it would replace the city’s informal procedures and take effect that day, setting rules for available locations, costs and requests already on a waitlist.
The council agenda lists the resolution on the consent agenda and says staff recommends approval.
Under the proposed policy, Parks, Recreation and Open Space staff would review and map potential memorial locations and infrastructure each year, then publish available options on the department’s webpage. Those options would generally remain in place until the next annual review. Requests for exceptions would go to the department director. Availability would depend on space, operations, maintenance capacity and funding; the policy does not guarantee a particular site or installation.
Options would vary by property. Open-space memorials would typically be limited to approved sandstone benches. Parks could allow approved benches, swings and tree plantings, while trails would typically allow benches. Golf-course memorials would generally be limited to outdoor areas, not the clubhouse. The policy excludes memorials inside the Louisville Recreation & Senior Center.
Donors would generally pay for memorial infrastructure and any special construction or contracted installation. The city would pay for installation or planting labor when city staff can do the work.
People already on a waitlist would receive a one-time priority opportunity. Staff would have to contact them within 90 calendar days of the policy’s approval. Once an option became available and staff notified a person—or documented an attempt to notify them—that person would have 14 calendar days to decide whether to proceed and make any required prepayment.
