Lyons trustees to discuss support for two affordable-housing projects

Lyons trustees will discuss town support for two affordable-housing projects Sept. 21: a preliminary plan for up to 32 rental units at 224 Seward Street and a request to help finance four permanently affordable homes at Carter Court.

The 5:30 p.m. workshop is a planning discussion, not a final approval or funding authorization. The workshop packet says both projects remain subject to further review.

The Boulder County Housing Authority is studying 26 to 32 one- and two-bedroom apartments at 224 Seward Street, with proposed affordability levels ranging from 30% to 100% of area median income. The project remains in early planning and design, and its final unit count, financing, budget and construction schedule have not been set.

If it advances, the project would require a major development plan, conditional-use review and a replat to consolidate lots. The authority is seeking trustee feedback on whether to continue developing the concept.

Flatirons Habitat for Humanity is seeking authorization to negotiate and execute an agreement for four homes in two duplexes at Carter Court. The request includes an advance-funded town grant of up to $700,000 and $72,052.50 in permit and utility-tap fee relief.

The homes would be sold to buyers earning no more than 80% of area median income and would carry permanent affordability restrictions. Project materials estimate total development costs at $1,868,452.50 and projected sales proceeds at $1,096,400; the grant and fee relief would cover the stated remaining gap.

Both proposals are connected to a $900,000 Boulder County Affordable and Attainable Housing Tax funding allocation approved by the town under Resolution 2025-69. The allocation must be spent within 24 months, or by November 2027. Construction dates for either project have not been established.
