Lyons wastewater upgrade reaches 60% design, estimated at $4.312 million

The design-stage estimate is about $615,000 below the town’s master-plan estimate, but construction and state approval remain ahead.

Lyons’ planned wastewater-treatment upgrade has reached the 60% design stage, with an estimated cost of $4.312 million — about $615,000 less than the $4.927 million estimate in the town’s master plan.

A Sept. 21 Board of Trustees workshop packet describes the proposed work, including expansion of the influent lift station, upgrades to the flow splitter and aeration system, replacement of waste-activated-sludge pumps, improved ultraviolet disinfection, expanded non-potable-water systems, new sludge-dewatering equipment and odor-control improvements.

The $4.312 million figure is a design-stage estimate, not a construction bid or final project cost. Earlier utility materials identified $2.5 million approved from the wastewater fund and a request for another $1.6 million through Congressionally Directed Spending. Those materials do not establish that the federal request has been awarded or that the project has a final financing plan.

Before construction, Lyons must complete a process design report for the Colorado Department of Public Health and Environment, finish 90% and 100% design documents, submit the final design for state review and receive approval. The workshop packet lists Oct. 15, 2026, for the process design report; Nov. 18 for 90% design; Dec. 10 for final-design documents; Jan. 12, 2027, for 100% design; and March 4, 2027, for final approval. State guidance requires review and approval of engineered wastewater-facility plans.

The town’s Sept. 16 utility agenda scheduled trustees to review the 60% design. The workshop was not scheduled to authorize construction.

The project is separate from Lyons’ stormwater bond issue. The $4.312 million estimate covers improvements to the wastewater treatment facility, its influent lift station and treatment processes, not the stormwater-bond work.
