Boulder County seeks $871,306.66 in youth housing stability grants
Commissioners authorized two applications for 2027-28 funding; the records identify 20 rapid-rehousing households but no total service count or contingency if the state denies the requests.
Boulder County commissioners unanimously authorized Aug. 4 two applications seeking a combined $871,306.66 from Colorado’s Youth Housing Stability program. The state has not awarded the money.
The applications cover the April 1, 2027, through March 31, 2028, grant period. The county’s meeting record describes the actions as applications and says the Housing Authority and Housing Department “seek to apply” for the funds. The state’s application deadline is Aug. 14, 2026, with award notifications expected in December, according to its Homelessness Resolution Program information.
The Boulder County Housing Authority is seeking $300,000 for families with school-aged children at risk of homelessness. Its proposed budget includes $178,000 for temporary rental assistance, $102,000 for case management and $20,000 for emergency shelter. The application says no new full-time employee would be needed. It does not state how many households the proposal could serve.
The county Housing Department’s separate $571,306.66 request would renew three components:
- Emergency sheltering: $118,000 for partial funding of shelter-floor staff and benefits, food and supplies, and $25,000 for emergency medical sheltering or hotel respite. The money would pass through to HOPE Longmont.
- Street outreach: $203,345.54 for three full-time employees, client supplies and support, and help obtaining vital documents. The application says staff would engage households experiencing unsheltered homelessness and connect them with services and housing resources.
- Rapid rehousing: $249,961.12 for one contracted case manager and rental subsidies for up to six months. The application specifically targets 20 households but does not state how many people those households would include.
The records do not provide a total number of people or households for the three Housing Department components, a projected shelter or outreach caseload, or a shelter-bed count. They also do not say which positions, shelter operations, rental-assistance slots or outreach services would be affected if either application is denied, or whether another funding source would replace the requests.
The applications identify HOPE Longmont and the City of Longmont as operating partners. They say Boulder County has previously received state funding for street outreach and rapid rehousing, while All Roads provided in-kind case management for a rapid-rehousing pilot. Longmont committed $84,000 in Human Services funding to maintain outreach services during the 2026 funding period and identified $634,000 in city funding, along with $150,000 in county staff time for grant management, as match for the new request. The records do not say that this support would replace the proposed state funding or cover the 2027-28 period.
